Public university decided from within
There are many agreements between public universities and social organizations. There are extension programs conducted within prisons. There are cooperatives of people in prison situations. What doesn't exist anywhere else is the combination.
The people in prison, victims of crime and society, and those who have been released and coordinate Liberté are the ones who decide what is taught, who teaches it, how it is taught, and to whom it is taught. The National University of Mar del Plata — through the Faculty of Health Sciences and Social Work — grants academic accreditation to the program, audits the content, and issues the diploma. It does not impose an agenda.
The institutional headquarters is the Penal Unit No. 15 of Batán. Academic management is carried out from there, behind bars. Synchronous meetings travel around the world via Zoom, YouTube, Virtual Campus, and FM radio — to also reach other Buenos Aires prisons where Liberté has a presence.

Diploma in Citizen Security
Five cohorts, five names. The diploma program is renamed each year in search of precision: it started as methodological, then changed to community-based, then social, and finally to citizen security.

Volunteer and unpaid
The diploma program does not bill for teaching fees.
All of the teaching staff from both programs — including a former Supreme Court judge (Zaffaroni) and a provincial minister (Javier Rodríguez)— teach voluntarily and without pay. The program is entirely sustained by a spirit of solidarity, both inside and outside the prison.
