A judge of criminal sentence execution in Mar del Plata since the late 2000s, Juan Sebastián Galarreta is a public voice for a rights-based and humanizing approach to the execution of sentences in Argentina. He rejects the idea of the judge as a mere administrator of punishment, understanding the role instead as a guarantor that sentences are served under dignified conditions — with access to education, work, and family bonds — under the protection of the Constitution and international human rights treaties. He challenges punitivist models — having criticized absolute isolation in the Bukele style as a regression bordering on torture — and defends the progressive model of sentencing, the regulated use of mobile phones in prisons as a reintegration tool, and community-based programs for their low recidivism rates. His guiding phrase: "The rule of law must not descend to the level of crime, but must always uphold the non-negotiable floor of human dignity."
