Trajectory

Ecuadorian, resident in Argentina since 1976. He holds a degree in Meteorology, with postgraduate studies in Climate Change, and a master's degree in Science and Technology Policy and Management, both from the University of Buenos Aires (UBA). He has served as a consultant for the United Nations (UNDP and UNIDO) in the formulation of science and technology plans and policies for sustainable development in countries across the Americas, Africa, Eastern Europe, and Southeast Asia; for the World Bank, in the evaluation of socioeconomic and environmental projects; and for the Inter-American Development Bank (IDB). He was a senior evaluator at the National Agency for Scientific and Technological Promotion from 1997 to 2023. In 2017 he received the Distinguished Immigrant Diploma awarded by the Argentine Ministry of the Interior.
